New York City improved 1.1

The 1.1 version of the improved version of New York City converted from Midnight Club game by Richard P. and Yallis. The improvements of this 1.1 version than the 1.0 one are the adding of night textures, new NYPD cop cars paintjobs, new hudmap, new blitz and checkpoint races, stability incremented, restored lights and other objects. There are also other minor fixes.
